Brief for Specialist Support: Cost Consultancy and Employers Representative
(Pre -Construction)

1.Background
The Castle Point Regeneration Partnership (CPRP) is a range of local organisations working together to improve Castle Point through long term regeneration. The Partnership is determined to deliver significant change through the revitalisation of one of its principal town centres, Hadleigh South Essex, to ensure that it meets the future aspirations of some 18,000 residents. Hadleigh Town Centre has been identified to be in need of intervention for some time as it is considered to be at a `tipping point¿ between being recoverable and being in long term genteel decline. The town suffers from a stagnant retail offer, increased car dominance, loss of leisure facilities and a dwindling town centre population. It provides an uninspiring heart for the local community and is `torn in two¿ by the A13.
The Regeneration Partnership wishes to create a compact vibrant town centre with improved amenities, retail and leisure facilities that form an attractive focus for investment particularly from service industries. The cornerstone of this programme is the redevelopment of a key underutilised site in Hadleigh Town Centre wholly owned by the public sector partners: The Hadleigh Island Site.
A Development Brief for the Central Island Site was produced to entice developers to express an interest in the site. A copy of that Brief accompanies this Consultants Brief. Following a protracted procurement process, Hollybrook have been selected as the preferred private sector development partner for the scheme. Hollybrook have produced a first class scheme that has strong political support as they are intending to provide a new town square encased by modern community buildings including a new library to be owned and retained by Essex County Council. However there is a requirement for some degree of value engineering and adjustments to the proposed development if it is to be brought within acceptable financial boundaries.

Other Information: 2.Deliverables and Timescales:
The Partnership is seeking to commission some specialist support to enable us to negotiate a successful legal agreement with Hollybrook and bring the project through to construction.
The successful consultant will specifically enable us to:
¿Undertake the role of Employer¿s Agent up to the construction phase;
¿interrogate both the initial Developer¿s cost plan and further iterations as the plan evolves in detail and accuracy;
¿Provide advice in terms of the wider commercial viability of the project, specifically in terms of the costs to develop and the achievable values;
¿Provide a realistic view on contingency and risk, and as the project develops continually review them as further detail becomes known;
¿value engineer the projected £10m scheme (Community Hub £3.5m) using a creative team-based approach to identify and eliminate unwanted costs while optimising function and quality;
¿Negotiate with the Developer¿s professional team to ensure a satisfactory outcome in respect of both the design of the finished scheme, client requirements and the resultant costs ;
¿Interrogate the design from the perspective of those that will manufacture and install components and carry out the construction work- ensure `buildability¿

The arrangement will be a joint appointment by both Essex County Council and Castle Point Borough Council. The accountable body for the appointment will be Castle Point Borough Council and the project lead is Mark Evershed, The Regeneration Delivery Manager. Both the Partnership and Hollybrook require for this phase of work to be undertaken at a workmanlike pace. The proposed timetable is as follows:
Issue of Consultants Brief to 4 recommended consultancies - 15th April 2016
Deadline for Consultants Proposals - 4th May 2016
Interviews and Selection of Preferred Consultant - 13th May 2016 (am)
Inception Meeting - 19th May 2016 (pm)
Further activities to be scoped and programmed

Conclusion of Legal Arrangements with Hollybrook - Aug 2016
Planning Application submitted - Nov 2016
Planning Consent obtained - Mar 2017
Start on Site - Jun 2107
The inception meeting will further detail the timeframe and the deliverables.

3.Costs:
A maximum budget of £40,000 is available for this work

4.Scoring and Weighting:

a)Cost - Accounts for 40% of total mark - Demonstrating value for money with a full break down of costs related to the work
b)Demonstrable understanding of the brief & subject area - Accounts for 30% of total mark - Evidence that the brief and its purpose are fully understood and the insight, expertise and knowledge you can bring to deliver a fit for purpose piece of work of the highest quality
c)Track record of delivery of similar pieces of work - Accounts for 15% of total mark - Evidence of successful work in similar fields, areas of expertise. Please provide up to 3 testimonials.
d)Individuals and team involved - Accounts for 15% of total mark - Overview of the individuals expertise and experienced that are proposed to undertake the work

Ability to demonstrate how the work will be undertaken in the timescales given is considered to be a pre-requisite. Submissions which do not set out realistic timescales for the work evidencing how it will be concluded in the time given will be disregarded.
